NWBC - Side Panels

I am trying to add a side panel to a transaction. A new role has been created via PFCG, in it I assign transaction XD03 and add a Web Dynpro Application. When I try to create the configuration object, I get the pop up window and add BSSP_CHIP_CATALOG. When I try to proceed I then get the error message shown below. Any ideas?
